I'm looking for a way to have one string formatting pattern representation for use in both Java and C#.

IKVM is not really an option since the implementation should be used with silverlight. –  Ben Jul 16 '11 at 14:34
    
I do consider using a JavaScript implementation which is compatible with .NET and run it on the JVM. masterdata.dyndns.org/r/string_format_for_javascript –  Ben Jul 16 '11 at 14:36

The following Java class implements the most important features of the String.Format method in C#. It supports the 'X' and 'D' format specifiers, but not 'F', 'G', or 'R'.
