I am trying to create a user that can only moderate comments, and I am using the capability manager plugin for that purpose.

The problem comes because there is no 'moderate-comment' capability. Even if I create one and assign it to a user, it does not work unless the user also has 'edit-post' capability.

So the problem is to assign moderation role to a user without giving him/her the ability to edit posts (so that he/she can only moderate all comments for posts)

What is the best way to achieve this? I tried creating a plugin but to no avial. I would highly appreciate a starting point so that I can figure out the best (or an acceptable) way of doing this.

Use the add_role function to create a new role. Place this in your functions.php file. Or create your own plugin and load it that way.

Then allow or disallow specific permissions as needed.
