So i imagine everyone knows what the Fn key on a laptop is there to do. Add more functionality to the keyboard with out numerous amounts of buttons and whatever. Well I would like one that turns my screen off or make a numeric key pad (i dont have one). What about an Fn lock button?

I have a brand new Dell XPS 15.

I managed to do that by configuring the 'instant launch manager' button to turn off the screen. You can configure this on the Windows mobility center.

First I would read up on keyboard hooks here: LowLevelKeyboardProc Callback Function

Make a basic program that reports back key-presses and record what the Fn button returns.

From there you can use the SendKeys function to send the code that you would want to the active application.
