My upcoming project is to create an online interface for a school board in my city.

This is an interface where teachers update upcoming deadlines, test dates, assignment rubrics and all students signed up for the class receive this data in their dashboard.

There is also a lot of uploading and downloading to and from the server. There are also going to be features like students creating groups for projects and setting up their study plan for exams.

What is the best programming language for creating this web app (considering the database being used will probably be MySQL or HBase and there will be a considerable amount of memcache and use of the AJAX model)?

NOTE: I have experience in Java, Python and PHP but I have only created web apps in PHP, not in java or python.

P.S. I would prefer the language of choice to be open source, not ASP or another .NET framework type.

@Hovercraft Yes I understand that when someone comes up and says "What is the best programming language" And all answers say... it depends on what you want to do. So Now I know what I want to do, I want information on which language can best handle lots of uploading downloading and AJAX –  Jimmy Huch Jul 30 '11 at 15:36

If you are most familiar with PHP then that is probably your answer, but be careful, if you aren't an experienced web-app developer its very easy to leave your website vulnerable to SQL injection attacks.

If you do want to use Java then I'd recommend using Play Framework. Its easy to use, helps you avoid common security holes, and if you want to deploy on Google App Engine, you can with Play.
