i got confused each time i want to call a script , on where i should reference this script; (on the _layout shared view Or on a specific view Or on both) ,,, for example if i look at the code that is generated automatically when i create a view they will reference these two scripts to implement the client side in the create.cshtml & on the _layout viewl so why they did not only reference on the _layout view since the _layout view is the main view that is called before rendering the create.cshtml:-

If you want to share the capabilities of the script files with every page then put it in the master page, the actual _layout page. That way it is centralized. If you need javascript in just one view, then use it in that view. I like to place my scripts in the _layout (MVC 3) or in the master page (MVC 2) because I usually share it with every other view and it helps me maintain the web site easier when I know where the javascript files are.
