Klocwork, cppcheck etc does not offer suggested actions to fix lints or bugs. Are there any tools that offer such functions?

JetBrains' ReSharper plug-in for Visual Studio will help here.

I expect you're looking for a free tool but Gimpel's PC-Lint is one of the best linters I know of and it also contains pretty extensive notes on the various messages it generates.
