When I use a descendant of the SkinnableContainer (eg BorderContainer) which itself is included or excluded in a state, the child elements in the default state appears in incorrect order.

This problem disappears when using a Group instead of BorderContainer, or when the container itself is not included or excluded in a state, or when states changes forth and back.

What is going on here? Am I missing something or is this a bug in Flex?

I think the problem is related to includeIn. The following code, which is similar to yours, works fine:

I've just removed extra unnecessary includeIns.

If you would read carefully I have written when the container itself is not included or excluded in a state. Anyway, this example is simplified version of a larger component. There is no such thing as unnecessary, it is just simplified. –  Martiner Aug 10 '11 at 8:47

I think we should find out the logic here, not just making a code work. I tested with an additional label C duplicated from B, A&B are correct, but C was put on the left most (C A B). I think this is a Flex's bug. My temporary solution is just add a s:Spacer at the bottom which is included in state1, then all others children are okay. –  Harry Ninh Aug 10 '11 at 9:27

I've run into this issue myself and I can confirm that it seem to have something to do with the SkinnableContainer. In my case, the issue shows up whenever I have a SkinnableContainer inside the controlGroup of a Panel or TitleWindow. I'll update this post when I figure out what exactly the cause is. In the mean time, here is an example app that produces the behaviour:
