If we were to remove an app from sale on the App Store and then put it back on the App Store as un updated version a few days later. Would those people that had previously downloaded the app get the update?

Yes, they would. If you want to release an app as a new app entirely, you would need to create a new app in iTunes connect. If the app is merely an update that you're trying to get people to pay for again, Apple would likely not allow it. Part of the draw of the App Store is the free lifetime updates.

Yes, if the app id is the same, anyone who downloaded it previously will get the update. Note that in order to update, though, you'll need to submit your new binary for review.
