I have a challenge, i need to make a videoconferencing tool in an open source web project.

How i can do this without cost of software and full access to the source?

At least, only audio.

It is possible with some framework ? or flash is the unique alternative? Any idea?

As Jonas mentioned, Red5 would work if you want absolute control and source. However, if you only need the video-conferencing to be integrated into an open-source product, TokBox offers a powerful free API service for handling flash-based video conferencing. I have used it recently, and it makes adding video conferencing like features a breeze. The API is called OpenTok: http://www.tokbox.com/opentok/api

You can have a look on Red5 Open Source Media Server, it's a Java-based media server. On the client side, Flash is still the best way to go, since HTML5 don't support live video streaming at the moment.
