How do I create a local hour(time zone -> UTC + 3:30) with seconds?
I not want use of plugin.

I don't use of the following example because it gets the time of computer. It is only for display of what I want.

If you're just trying to output a string, a simple option might look like this:

var date = new Date();
date.setUTCHours( date.getUTCHours() + 3, 
                  date.getUTCMinutes() + 30);

var output = 'hour: ' + date.getUTCHours() + ' minute: ' +date.getUTCMinutes();
// output is currently "hour: 0 minute: 16"

@nrabinowitz's solution is ok. getUTCblahblah gets time in UTC+0, it's uninfluenced by user's local time. –  user882255 Aug 11 '11 at 21:04
