I could not fund any plugins to do this already, so I want to make one myself.

I want to notify every registered user by email of any activity on the site (maybe limit notifications to once per hour or some other throttle).

I can do the emailing part, but I need to know the correct hook for after any activity (status update etc...), and how to implement it.

Won't it be easier, if you just alter the notifications system, in order to send emails everyone, instead of just the affected by the event user? –  vlood May 10 '12 at 14:03

You can take a look at this piece of code: svn.buddypress.org/trunk/bp-activity/… It must be of help, as it shows dealing with notifications per user. It does not show you the answer, but I believe it might be of some help. There should be hooks for that, yet I'm not aware of 'em :/ –  vlood May 21 '12 at 16:44
