I want to use STSUpld.UploadCtl ActiveX for files upload and drag & drop in IE. However I see that it is not installed by default with OS, it is installed by Microsoft Office. Therefore I have following questions:

  1. Is it legal to use STSUpld.UploadCtl on a webpage in my web application. This is a non-SharePoint, non-Microsoft-based document management solution.

  2. Can I publish STSUPLD.dll somewhere on the web, so if STSUpld.UploadCtl is not installed, it is prompted to be installed automatically by IE.
