Is there any way to do this? I'm looking for some sort of API that will let me do this, preferably something that works with Microsoft Surface. Basically I want to be able to Collaboratively edit documents on the Surface
Use Microsoft Surface SDK. You'll find the API in it.
Based on your needs, MS Surface SDK has multi touch feature to enable collaborative experience for your app.

From what I could get from your question, it seems you want a collaboration feature in a Surface application, such as two users editing a document at the same time.
The important thing to remember here is that Windows does not support multi-focus. That is, two windows receiving input at the same time. This greatly reduces the ability to collaborate because only one user can edit a document at the same time.
What you need to do is to make a custom editor which supports multiple cursors and multiple inputs. Then you will have to make a custom keyboard which allows you to "dock" it to a text editor, and specifically, a specific cursor in the text editor.
I don't know if anything like this is made, so I would guess you would have to make it yourself.
