I wonder, how to start an application, which allows me to prepare based on a given speech-sample a text-to-speech solution.

Would it be possible to split a speech sample into elementary parts and compose out of this a new TTS solution? Does a well-defined text exist - if spoken and recorded - which allows to build a TTS solution, which would be able to synthesize arbitrary text into speech?

While the task is likely to be very non-trivial, could someone provide hints?
