Since the web scraping strategy is weak against target site changes (including minor aspect changes), I recommend you to keep robots in an external form outside the rest of the software project you are implementing (a non-compiled language is recommended, in order to hot-plug your changes).
I have only experience on Java, and given that robots should be external, I would recommend you:
- Web-Harvest. Mature project. Robots are defined in XML.
- jARVEST. Robots are defined in a compact Ruby-based DSL (I am the maintainer of this project, you can ask me questions!).
