Is there a PostGIS IDE to execute postgres gis spatial functions?

Not really an IDE but you could try using QGIS with one of PostGIS plugins:

@eros: I personally tend to interact directly with PostgreSQL through SQL in pgAdmin. –  radek Oct 20 '11 at 8:21

You can copy/paste the WKB hex output directly into JTS TestBuilder (part of Java Topology Suite) to get a visualization.
