I want to block some sites by using the hosts file. I'd define their domains as IP 127.0.0.1 or other.

Is there anyway to edit host file (or any other means) without a jailbreak?

Simply put, you cannot edit the hosts file in iOS without a Jailbreak. Doing so would require root access which you cannot obtain otherwise.
