When a user registers as a subscriber on my Wordpress site, can their username and password also get stored in a 3rd party MySql database on another server?

I assume you're asking how to go about doing this. One possibility would be to create a plugin that hooks into the Wordpress user registration (see http://codex.wordpress.org/Plugin_API/Action_Reference/register_form). Within this plugin you could have the code that updates your other database with the user's information.
To reverse it, you could use cURL to simulate the registration page submission and pass the form vars, something like:
Note: Wordpress may have security checks in place to verify the registration request came from your site so this approach may not work. I don't use WP so this is an untested suggestion.
