You can use the XACML API exposed by the WSO2 Identity Server. The API is exposed via SOAP and Thrift and it's open source. You can download WSO2 Identity Server from http://wso2.org/downloads/identity-server

The enterprise-java-xacml project is a full XACML 2.0 implementation:

  • Full XACML 2.0 support
  • The author is working on XACML 3.0
  • Apache License 2.0
  • Is quite active

There are successful use cases, too. E.g., in USENIX LISA '11 conference that just finished, a speaker reported that he used enterprise-java-xacml to successfully implement fine-grained access control for configuration management . It may interest you.

JBoss' PicketBox/PicketLink has got a XACML v2 engine.

We evaluated PicketLink a while ago, but decided to go for JASig CAS with SAML only, and rolled our own access constraints.

Axiomatics offers a Java API for XACML 2.0 and XACML 3.0. It is to date the only XACML 3.0 engine with full delegation support.
