Windows Phone apps can be developed in either C# or VB. If I was making the choice of who to hire, I'd go for someone with strong C# skills and also experience of developing Silverlight apps (assuming, of course, that there is no specific WP7 candidate). C# is probably the "safer" choice as it seems to be the more accepted language in the marketplace*.
As for Windows 8 (assuming we are talking Metro style apps), a strong WP7 developer should be able to pick up the differences between the platforms easily enough. Of course, there's the HTML5 option for Win8 metro apps so you may be able to find the required skills in the marketplace easily enough. I'd still go for a C#/Silverlight guy, though, but I guess that's more because it is my background.
* Not to belittle VB developers - there are some very strong VB developers out there, but my experience has been that it is easier to find C# people.
