i have win2008r2 servers. i have a cmd file that run robocopy command and closes down after. when i try to edit the file in notepad after running it, i get "The process cannot access the file because it is being used by another process." even if in the Task Manager the proccess is down. if i'm looking in Proccess Monitor i see:

After reboot i can edit and save the file without problems (that until i run it again). I have UAC off, i'm using domain administrator account, i tried giving "everyone - full control" but no luck. just to mention that i have the same problem ftp'ing logs from this server iis (first time ok but then error 550).

anyone knows about workaround? bug? fix?

yes, as local admin and as domain admin. if i'm running handle.exe i see that system process (4) is "holding" the file, but i cannot "kill" the handle. – Mordechai Pereg Dec 20 '11 at 9:43
try using Process Explorer to find the handle and kill it without killing the process. – Udi Cohen Dec 21 '11 at 7:48
