I see some softwares can access and read iPhone (not jailbreak) apps resource out without iTunes. How can implement such that function I mean how to develop a software like that? Any tutorial can be followed? Or similar implement?

Do you mean software running on the mac like iExplorer? I'm not an expert but it's just traversing the devices filesystem. If you mean apps accessing other apps resources, this isn't possible on a non jailbroken device - all apps are sandboxed.
