I'm trying to configure log4j to send all logging events to a file appender and logging events at an ERROR or higher to a JMSAppender. However, whenever I set my JMSAppender threshold to ERROR, then nothing but error or higher is written to the file appender. Here is my configuration:

Missing the '/' in the JMSAppender threshold parameter:

<param name="Threshold" value="ERROR">

should be

<param name="Threshold" value="ERROR" />
