Does anyone have any recommendations for software to assist with the management of test cases - those created and maintained by quality engineers, not a part of the developers work?

automated or manual tests? If you're talking about manual tests, then I think the TestStuff recommendation is probably a good one. If you are talking about automated tests, then the answer probably depends on what technologies you are using to implement the automated tests (e.g. Selenium, HP/Mercury tools, perl/python/homegrown...). – Mike Ellery Nov 3 at 23:18

For web-based software don't miss Selenium.

If you're concerned about traceability, we've written our test cases in Doors. Just cross linked the steps with the requirements. A little extra scripting, and you can have Doors spit out a traceability matrix.

For software used to assist with the management of test cases, I have been very happy with the usability and performance of Testuff (http://www.testuff.com/).
