Is there any way to simulate the functionality of a website such as http://www.onlineocr.net/ or http://www.newocr.com/ where the uploaded document is converted to raw text and then can be edited and so forth for use on a website?

I am aware of open source projects such as Tesseract or OCRopus, but I'm not sure if those are what I'm looking for or any idea of how to implement them.

Unless these sites have an API that you can use, probably no. Tesseract and OCRopus are libraries/tools that implement OCR functionality. Your best bet is to learn how to use these libraries and build your service around them. Note that this ain't gonna be trivial. –  deceze Jan 6 '12 at 5:10

From what i see, you may want to have a look at http://www.ocrsdk.com/, it's a cloud-based OCR SDK with web API recently launched by ABBYY. It's in beta, so for now it's totally free to use and it has a ready-to-go PHP code sample.
