First of all I will tell you my situation: Often, when I am wanting to eject a drive (like a USB drive or an external drive), often I get the following message: "This device is currently in use. Close any programs or windows that might be using the device, and then try again."

Is it possible to determine which programs in windows are using the device?

"Handle" was a link to a program. You download it, and it tells you what programs are using files on a device. –  Cody Gray Jan 13 '12 at 9:02
