Can we implement push notification system for android on Wireless LAN without internet? I know C2DM requires access to google servers. Can we custom build a system so that users in a WiLAN receive push notifications?

No, you can't. C2DM works through google talk app, and if don't know protocol - you can't emulate C2DM messages.

I don't want to emulate C2DM messages. I want to build an alternative push notification service inside intranet. Is it possible? –  Dinesh Babu Jan 16 '12 at 12:54

Yep - create server for sending messages, create service, that will start up on device boot, raise connection to server and listen messages. –  Jin35 Jan 16 '12 at 13:05
