I have referred lots of similar questions in SO and Quora.

The Options are C2DM, XMPP based, MQTT based and other commercial third party providers.

I do not want to use C2DM.

For an academic project (with load around 5k users) what is the simplest and effective way to send push notifications to android device?

Any solution other than C2DM will require you to somehow keep a service alive 24x7. That is difficult. So "the simplest and effective way to send push notifications to android device" is C2DM. BTW, Urban Airship is for pushing messages to users, whereas C2DM is for pushing messages to your app on users' devices. –  CommonsWare Jan 17 '12 at 13:19
