i have a td element that's a link (using span to cover) and i am facing problems on how to make an on hover transition effect for this. what i want is on over the td element to bump a bit higher then it's current position.

This is my html code:

You can't apply margins or position other than static on table cells or rows, so even if you weren't using transitions it wouldn't work.

You need to...

  <div class="page">
    <h2>
      <a class='grouped_elements' href='#data111' >
          <span>text</span>
      </a>
    </h2>
  </div>
</td>

And adjust from there.
