What are best developer forums where developers like us can go and contribute except of course this one. Forums where we can write articles about best practices etc or we can build utility and post there. For e.g. codeproject

Are there any other good forums such as that?

Though you're likely to get better answers here on Stackoverflow, and peer reviewed answers (as your would with newsgroups).

It will all depend on what environment you're coding in.

Search for your operating system, IDE and language plus "forum" or "discussion" or something similar and see what comes up. Lurk in some for a while to see what sort of questions are asked and what sort of answers are posted. See how they treat newbies.

If you find one (or two) you like stick around and start contributing - you can always stop if you don't like it.

Perl's already had an Perl-specific equivalent to StackOverflow for 10 years: PerlMonks.org

(the site could do with a bit of design improvement admittedly, it's looking old now)
