In drupal 7, when adding a new filed for a certain content type, in the field option, I can select "term reference" to link to a list of pre-defined terms. But I cannot have this option in Drupal 6. How can I do this in Drupal 6? (There are some reasons that I have to go back to D6)

Vocabularies were tied specifically to nodes in Drupal 6 (the core field system wasn't implemented then) so you need to enable a particular content type on a vocabulary to simulate the same behaviour.

Go to /admin/content/taxonomy, choose "edit vocabulary" for the vocab you want to attach to a node type, then choose the node type(s) from the checkboxes at the bottom of the page. After that you'll be able to pick terms from that vocabulary for the content type(s) you just enabled.
