Maxmind offers a free CSV-Database[1] to see which country a specific IP belongs to. However, in most cases you wouldn't want to detect any country for an IP, but rather see if an IP belongs to this or that country and react on it. For instance, if you want to localize your website, you have probably translated your site to 3 or 4 languages and not any language, which makes it unnecessary to have a database for all countries that weighs 12MB of pure text (see my link).

So, is there a website that offers IP-lists for specific countries only or do I have to filter the CSV from [1] everytime we add another localization?

While waiting for an answer, I quickly wrote a PHP-Script that filters the above mentioned CSV-File. So if you got the CSV (see the section CSV Format in the link above or click here use this script to read out all IPs for a specific country code (in my case TR) using this script:

For IP ranges by IP Country Location I use this site

see --> http://www.find-ip-address.org/ip-country/

You can get IPs for a country listed by IP ranges or CIDR in a 'txt' file

I'm not sure of a database or lookup, but you might try looking from the top down, starting at the regional IP registries. http://en.m.wikipedia.org/w/index.php?title=Regional_Internet_registry&mobileaction=view_normal_site

You'd be surprised how many IPs return one of the regional IP registries when you do a WHOIS on them.
