Currently I am using ADB to call intents to make a phone call:

    adb shell am start -a android.intent.action.CALL tel:1234567890

And to end a phone call:

    adb shell input keyevent 7

Does anyone know how to turn on mute using ADB?

You could code your own app to be on the receiving end of these intents. – slezica Feb 14 '12 at 16:42
    
I debated that but I already have a listener that waits for the phone call and does other things. I really don't want to implement this into an APK cause its used for other testing. Plus I want to keep the interference in the android to a minimum for reusability. – Falcon165o Feb 14 '12 at 23:38
