HTK and Sphinx are the best know open source projects for speech recognition. In both, it is possible to build acoustic models, language models, grammar.
Julius is a good decoder (engine) that uses HTK acoustic models.
To build acoustic models it is necessary to have a speech database (collection of audio recording and correspondent transcription - text). For language modeling, it is necessary lot of text (newspapers, magazines, etc). And, a phonetic dictionary that translates all words in the testing and training to phonemes (minimum acoustic realisation of a language).
If you need only to recognise few words, a grammar is enough. Also, it is possible to record only these words from several native speakers.
