On Apple's site there is a place where I should be able to download the tools needed to segment media files for http streaming. The page is here: https://developer.apple.com/resources/http-streaming/

The link is on the right side and says "Download the latest live http streaming tools".

The direct link is https://connect.apple.com/cgi-bin/WebObjects/MemberSite.woa/wa/getSoftware?bundleID=20993

when I try to download the link it says "You do not have access privileges to download the software you are requesting." Does this link only work for anyone enrolled in the iOS or Mac developer programs? Before I plunk down $99 I'd like to know I can get what I need.

In the same page you linked to, they say you should be a paid developer to have access to that.

iOS Developer Program or Mac Developer Program membership is required to access the HTTP Live Streaming Tools.

That means you should have a paid developer account.
