Im looking to create a paypal button that has shipping options above the button, but no matter what I do I can't seem to get it to pass the shipping to paypal.

So far it looks like:

</form>

Submit just takes me to paypal with the original product price, and no added shipping.. What am I doing wrong?

This is the same problem as the one discussed in can't POST item price in paypal sandbox

Basically, you're using a 'hosted' button, and for hosted buttons you can't override any of the prices in this way.
