How can I create a message system for an Admin to send a message to all users that are in the database? The message will pop up when user logs into the website and the user must read and accept the message before the user can get to user home page. Once the user accepts the message it would log it into the database by username, message subject, and date and time.

This is the code I have so far for the admin to send messages out.

You can't message the users directly, i suggest executing a query to select the messages for the currently logged in user. – Arie van Someren Mar 1 '12 at 19:25
