Is there any tutorial that you can suggest for FlockDB? Or any other Graph_Database suggestion that can be used either in Ruby or Java or both Ruby and Java

I'm not aware of any "tutorial" sites for FlockDB. They do have a demo application in their GitHub source tree. They only mention Twitter, IRC, and a Google Groups mailing list as sources of information in the README though.

Neo4j does have a section in their docs about using their REST API from Java and there are multiple Ruby clients available (as shown in this related SO question). Neo4j seems to be better documented than FlockDB so you may want to give it a look.
