I just did a clean install of XAMPP on Windows 7 and installed Wordpress on it. I've run into the following error:

failed to open stream: Permission denied

in my functions.php on an import:


I've tried changing my file permissions (chmod 777 wp-config.php), but that didn't seem to make a difference. Any help appreciated. Thanks in advance.

run "chmod 777 wp-config.php" in windows 7 ?? wampserver is a much better choice in my opinion
