There is an older version at http://guides.rubyonrails.org/v2.3.8/ However, one cannot simply change the version to 2.3.14 or 2.3.1 and get another version.

Is there a standard location for old rails APIs? Why is it not very simple to find?

Rails v2.3.11 is about as close as your going to get for the guides.

Should be on money for you, versions .12 .13 .14 were all small bug fixes and security updates.
