Is this behavior defined as part of the mutex definition? Or does it vary in different implementation?

Not sure what you mean by release.

I would think releasing to mean releasing a lock that the releaser, and not another, has.

If by release you mean to stop waiting I would see no theoretical problem but the implementation need provide a means to do so.
