Ok nevermind. When i was making jsfiddle to show my problem, i found out what's causing it. Solution If anyone have the same problem, in my case, that was becaouse of padding and margin in px, so width was 90% + 30px (which at some point is more than 10% of full width).

I came from the future, for future viewers :) You can use a display: flex; for the ul, and a flex: 1; for menu items, I think it's a very good solution for recent browsers. ul{display: flex;} li{flex: 1;} /* modify witdh of item */

Ok, so now I found out what was happening. For some reason, my IE11 was rendering the page I was working with using IE7 compatibility. I just added this meta () and everything is now working!

It is not as simple as this. one may use bootstrap but source code may still contain some fixed columns too. Also, you should know all technologies that uses fluid grids. You may use a chrome or firefox extension like wappalyzer for easily detecting the technologies used in the website. but testing all the source code using jquery seems a bit complicated....
