As the feature request says, there is no way to look up a Google+ profile via email address. Since the only way to get a profile's avatar is by looking up their profile, there is no way to get a profile's avatar via email. Gravatar might be a better fit for what you are trying to do.

The WIF SAML stack never made it out of CTP. Had a look around and can't find it anywhere. It was based on WIF 3.5 so wouldn't run under WIF 4.5 anyway.
