I found the same behaviour on Safari to be caused by private mode browsing. It seems that while on private browsing Safari does not allow local storage to be used at all. The solution for me was to warn the user that the app needs non-private mode to work.

Turns out this is a problem in the base version of IE11 (11.0.9600.16428) for Windows 7 SP1. After installing a patch to update to 11.0.9600.16476 (update version 11.0.2 - KB2898785) the issue gets resolved. You have complete control over how long a session is alive on your server. You have no control whatsoever over anything that goes on on the client. That includes LocalStorage and the session cookie needed for the session. Either way, it entirely depends on the client, there's no prediction you can make here either way.
