Web Access uses the Team's default area (and sprint depending on where you add the work item) as it's default when creating workitems. This is meant to be a convenience. You can edit the Web Access experience to show fields for this on the Quick Add bar by updating the process template.

Not sure what you mean by team site. There is the TFS Web Access page, and then there is the optional Team Project Portal (in SharePoint). We've been struggling with the same type of issue. We decided to remove epics and only use stories. Then we tag each PBI with an epic name so that we can easily search and group items when necessary. Haven't really found any better option yet.

There is no way to search across projects because Web Access always limits the search to the current project when running search query on the server. The only solution I could suggest is to use work item queries and specify the projects explicitly.

I solved it! It turns out I was approaching it the wrong way. From the page instantiating my class, I had to use EnterTfsImpersonationContext, then look up the identity of the storage account and create a new TfsTeamProjectCollection for the account. That solved the problem.

There is no REST api (or other way) on web access to post changes to work items. It is a great idea though. Please use user voice to file your suggestion. This place is actively monitored by the TFS product group for future features.
