Also note that the only difference between UNION (referenced in the question) and UNION ALL (used in this answer) is that UNION will be more expensive to run, but it will collapse duplicates.

@FahmiRamadhan My original comment was referring to the two cursor approach originally posted. It was then updated after my comment to be done in a single cursor - which is infinitely better. I should have done the edit myself instead of just saying "no".

Looks like you don't have an ORACLE CLIENT installed, which is required. SQL Developer connects (by default) using JDBC (and does not require an Oracle Client). I don't know who is up-voting the "might be ODBC" related comments. There is no ODBC anything involved with PLD. Period.
