Sounds pretty fishy to me. If this is a keylogger, then what you really need to do is be trustworthy, and hire employees that you can trust. But, like I said, if this is a legitimate need, you can accomplish it by putting the EXE in a folder that is read-only to the user.

Did you read the suggestion I posted? Put the EXE in a folder that the user only has read access to. They won't be able to modify the EXE, and they won't be able to delete it.

Why would you need this? It's their computer, not yours; if they want to delete a file on their computer, that's their choice, not yours. If you need some policy protection, ask your system administrator for that.
