PostgreSQL will always try to do a recovery. Next time check the logs and system monitoring to see what's going on - pgadmin is a general admin tool not backend stuff.

Unused connections don't take up an appreciable amount. Idle clients will use a certain amount though.

Seems unlikely that a minor version change would cause you problems. Please provide details of how you are restoring - pg_restore or through rails? Turn logging on and show any warnings/errors.

If you can't log it at the JDBC level, you can turn statement logging on in PostgreSQL itself.

It looks like it's the linux end of things. You have checked that the file is there, so check that user postgres can access it.

You can't just delete the socket if the binaries are still running. Why are you insisting on not stopping the old server properly?
