Your suggestions helped. I have one more question. Is there a parameter which tells Gurobi to stop when the |last_incumbent - current_incumbent|<1e-4? Or should I implement this with callback?

Great answer, thanks. Can you indicate how to efficiently generates the mask for other partitioning, like a 15 bits to three 5 bits. I only can do it with mask=[]; mask.append ... ; int(mask,2).
