Yes, you are totally right! I thought it had something to do with the ((f f) x) but I wasn't sure of what. I changed a bit my code to f(f)(x) and it worked. I took about 1 minute to compute U(fibnr)(35) from the python interpreter.

I agree that he should have taken permission before writing such exploit, but anyone can find a security issue so there should be ways to report it and get it fixed. The issue here is the web dev team not understanding the security issue that they have... No one should hide behind the "security its not my job" excuse and ignore the problem.
